Maintaining partnership and cooperation with government agencies, technician education institutions and private sectors in the member countries as well as the regional and international organizations involved in human resources development is constantly being pursued by CPSC. Time and again, CPSC recognizes the efforts of its supporters and partners, may they be individuals or whole organizations.
Represented by the Acting Director General, Prof. Dr. G. Kulanthaivel, CPSC awarded a Plaque of Recognition to Datuk Haji Mohlis bin Jaafar, Director General, Department of Polytechnic Education (DPE), Ministry of Higher Education (MOHE), Malaysia for his immense contribution to TVET in his country and the whole Asia Pacific region. The awarding ceremony was held in conjunction with the In-Country Program (ICP) on Quality Assurance in TVET through APACC Accreditation on April 25, 2016 at Polytechnic Port Dickson, Negeri Sembilan, Malaysia.
In his citation speech, Prof. Dr. Kulanthaivel enumerated the achievements of Datuk Mohlis over the years and his involvement in CPSC programs before and during his stint as DPE Director General.
Through Datuk Mohlis' leadership in DPE, there has been an expansion of the number of polytechnics in Malaysia as well as their intake, enrolment, output, employability results, and entrepreneurship rates. Datuk Mohlis has intensified the number of programs utilizing the work-based learning approach. During his leadership, there was an increase in the number of collaborations with industry. He led the Politeknik Malaysia Robot Soccer Team in hauling 15 medals comprising of 5 Gold, 4 Silver and 6 Bronze in the Robot Soccer World Cup 2015 in Korea.
Datuk Mohlis participated and contributed greatly to CPSC's programs and activities. Since 2005, he had been attending corporate planning activities through the Eminent Experts' Group Meeting and Senior Administrators' Conference. The CPSC Corporate Plan is being formulated every five years by member country representatives, and reviewed every two years, as the blueprint of CPSC's operational work plan. Datuk Mohlis has attended at least five of those meetings in years 2005, 2008, 2010, 2012, and 2013 as Malaysia's representative.
The awardee was able to actively participate in at least 4 regional programs and international conferences of the College. He was instrumental in ensuring that collaborative programs between CPSC and DPE materialize successfully, which include the conduct of annual in-country programs and national seminars. One of his greatest achievements, in so far as facilitating partnership with CPSC was initiating Malaysia's subscription to the Asia Pacific Accreditation and Certification Commission (APACC) and his full support to the endeavors of APACC including setting up of the Association of APACC Accreditees (AAA). He supervised the on-site visits to 7 Malaysian polytechnics, which all received Gold -- the highest APACC award.
In response, Datuk Mohlis expressed his deepest gratitude to CPSC for the thoughtfulness, appreciation and recognition of his contributions to the country's TVET and in the Asia Pacific Region. He said that "Words cannot express my feelings of being appreciated by a long established international organization such as the Colombo Plan Staff College. It makes all the effort and time invested in developing TVET and responding to a call of duty that is collaborating and providing input to meetings and planning at the international level all the more worthwhile. All the exhaustion and stress that comes with this job seem to have vanished. The award is like the icing on the cake that I have just baked. So, thank you very much, CPSC," he said.
He emphasized that the recognition would not be possible without the tremendous support of his colleagues and mentors over the years most especially the Deputy Minister of MOHE, Honorable Datuk Mary Yap Kain Ching. In accepting the recognition, he reiterated the call to continue serving the stakeholders in the TVET community.
He capped his speech by uttering the mantra of DPE which is "Soaring Upwards" and accepting the award on behalf of the polytechnic system.
The occasion was graced by high officials from MOHE like the Honourable Deputy Minister, the 10th CPSC Director General and currently Director of TVET Special Projects of DPE Dr. Mohammad Naim Yaakub, Member of Polytechnic Industry Advisory Council Mr. Tan Sri James Alfred, ICP Program Coordinator and CPSC Faculty Consultant Prof. Romulita Alto, Ed.D., and Directors of DPE Divisions and Polytechnics.
