Formal TVET System
Fijian Law ensures all children, without bias, have access to education under the responsibility of the MOE. The government has drawn up educational programs such as the formulation of policies that will cater the needs of the students, raising the quality of relevant education, and making students less dependent on the labor market but capable of venturing into self-employment after completion of their course.

School based TVET systems in Fiji are looked after by the Ministry of Education (MOE), both in formal academic and post-secondary levels. In 2014, it was recorded that there are 87 vocational schools, 3 agricultural training centers, 2 fisheries, forests training centers and 5 youth training centers and 26 private TVET centers in the country.

Qualification Framework
The Fiji Qualifications Framework (FQF) aims to provide Fiji with a vehicle for ensuring that education reforms at all levels can be strategically linked. It comprises all education and training, including higher education and research-based learning and establishes a strategic platform for setting the direction of education and training in Fiji for the foreseeable future. This entails how competencies and qualifications relate to each other at different levels, and it establishes learning pathways that will enhance learner mobility, and stimulate progression and career development.

The FQF is a ten-level framework, and includes qualification types from certificates to doctorates, encompassing all the education and training provided within Fiji at senior levels of secondary school, industry, vocational schools and all TVET providers, including technical training institutes, universities and specialist higher education providers.

TVET Financing
The national training fund of Fiji is managed by the National Training and Productivity Centre (NTPC) as part of FNU, supported by the provisions of the Fiji National Training Act 1973. Before 2010, it was funded by the Training and Productivity Authority of Fiji (TPAF), the forerunner of NTPC. NTPC is also responsible for managing apprenticeship schemes, trade testing, productivity promotions and other matters.
