Formal TVET System
The structure of the formal TVET system in the Philippines provides the following programmes:
  • Technical-Vocational Livelihood programmes are offered at the upper secondary education level (ISCED 3) wherein students may obtain the National Certification (NC) I+II after finishing two years in senior high school. Upon completion, they will receive their certificate of graduation or diploma, and proceed to technical/vocational schools
  • TVET programmes under the post-secondary non-tertiary level (ISCED 4) are being taught in technical and vocational institutes wherein students may take TESDA administered examinations to obtain a certificate or diploma.
  • TVET programmes that are given at the tertiary sector (ISCED 5-8) allow graduates to pursue higher studies such as Master’s and Doctorate programmes.

Qualification Framework
The Philippine Qualifications Framework (PQF) describes the levels of educational qualifications and sets the standards for qualification outcomes. It is a national system that ensures the development, recognition and award of qualifications based on standards of knowledge, skills and values acquired in different ways and methods by learners and workers of the country.

  • National Government through the Annual General Appropriations Act (GAA);
