One of the most essential requirements of any system in general and technical and vocational education in particular is availability of latest information on different aspects of education and training or on-going programs/projects at different levels periodically. Information system for the different levels of technical and vocational education in Bangladesh is currently at different stages of development. However, an integrated educational management information system in technical and vocational education has not yet been fully developed. It is, therefore, important to create comprehensive database at all levels of technical and vocational education through Educational Management Information System (EMIS). Accessibility of latest trends and information on TVET is valuable in better planning and management of education and training, which optimizes the deployment of resources and ensuring the informative approach for the implementation of all programs.
In assisting Bangladesh in developing an integrated EMIS in TVET, CPSC in cooperation with the Directorate of Technical Education (DTE), Bangladesh organized an In-Country Program on “Educational Management Information System in TVET” from May 15 to 19, 2012 at DTE, Dhaka, Bangladesh. The program which was designed for heads of training divisions, chief instructors of TVET institutions and administrators and managers of TVET organizations in Bangladesh gathered 29 participants.
The program commenced on May 15 with an Inaugural Ceremony presided by Dr. Khan Rezaul Karim, Director (VOC), DTE and with the honorable presence of the Chief Guest from the Ministry of Education of Bangladesh, Additional Secretary Mr. Mohammad Atwar Rahman. The Chairman of Bangladesh Technical Education Board (BETB), Prof. Md. Abul Kashem also graced the event as Special Guest, together with other high officials of the board. Also present during the event were directors of DTE, principals of Technical Teachers' Training College Dhaka and other polytechnic institutes.
The program covered two learning modules comprised of: Module 1: Introduction to Educational Management Information System in TVET system; and Module 2: Essential Interventions in Developing EMIS for TVET. Participants of the five-day program gained essential knowledge and skills on various aspects and key components of EMIS in TVET such as the following: Overview of Educational Management Information System in TVET sector; Indicators, Tools and Technique in EMIS for TVET organizations; Development of EMIS in TVET sector; Best Model and practices of EMIS for TVET sector in Bangladesh; Action planning for a project of EMIS in TVET System.
CPSC Director General Dr. Mohammad Naim Yaakub managed the overall supervision of the program in close coordination with co-organizing institution DTE, led by Engr. Md. Shahjahan Mian, Director General of DTE. Dr. Naim also shared his insights on global perspectives in education and skills development in TVET and other current issues in today’s economy through a special lecture on “TVET Educators for the New Global Economy”.
Details of program implementation were conscientiously handled by both CPSC and DTE teams led by Engr. Md. Jahangir Alam, CPSC Faculty Specialist, who acted as Program Coordinator and Resource Person, and Mr. Md. Ferdous Alam, Director (PIW), DTE, who acted as Local Coordinator.
The rosters of local Resource Persons include Mr. A. K. M. Shamsul Haque, EMIS Specialist, and Prof. Zohara Ummey Hassan, Ex-Director (Planning), both from the Directorate of Secondary and Higher Education (DSHE), Bangladesh. Mr. Haque imparted his knowledge on the topic “Development of EMIS in TVET Sector”, while Prof. Hassan discussed “Best Model and Practices of EMIS for TVET Sector in Bangladesh”.
Prof. Dr. Nitai Chandra Sutradhar, Vice-Chancellor of Bangladesh University of Textiles (BUT), graced the Closing Ceremony as Chief Guest and led the awarding of certificates to participants. He conveyed his appreciation to CPSC and DTE for conducting a very timely capacity building intervention and for a very well-organized program. Dr. Naim who was also present during the ceremony to formally conclude the program, expressed, on the other hand, that CPSC shall continue to actively pursue vibrant partnership with member governments to realize its mandate of enhancing and developing TVET systems of member countries.
