Background

Organizational change is an important issue. It is actually a process in which an organization optimizes performance as it works toward its ideal state. Organizational change occurs as a reaction to an ever-changing environment, a response to a current crisis situation, or is triggered by a leader.

One of the areas where an organization needs to change and can change is the Mission, Vision, & Strategy. Organizations should continually ask themselves, "What is our business and what should it be?" Answers to these questions can lead to changes in the organization's mission (the purpose of its business), its vision for the future (what the organization should look like), and its competitive strategy.

This program leads us to a process we call strategic planning. Strategic planning is a tool for organizing the present on the basis of the projection of the desired future. A strategic plan is a roadmap to lead an institution from where it is now to where it would like to be in the next five years. In strategic planning, directional guidelines are given by the institution’s stakeholders. These guidelines aid appraising the changing market conditions and spot opportunities or dangers. They examine the organization’s strengths and weaknesses, mission and organizational values. Then, they try to match the corporate opportunities with the organization’s strength and priority commitments.

Bhutan is presently known as one of the progressive countries in the world when it comes to pioneering sustainable development, particularly on the promotion of the Gross National Happiness (GNH) in its economic agenda. In line with this, all initiatives for development must be aligned towards the continuous achievement of this goal through the development of the strategic plan as a guiding document that will ensure that whatever goals and strategies achieved by TVET will be aligned towards the national achievements.

A strategic plan will help TVET institutions in Bhutan in charting their future directions. It will also be a tool in ensuring that all the risks in operation, management and monitoring will be taken into account and anticipated. This program will have a 5-year projection to chart the best possible and doable actions for these institutions, and these will be used as a basis to monitor the efficiency of these institutions when it comes to managing their resources. .

This program will therefore elaborate on strategic management as a process for setting both long-term and short-term strategic directions for the organization. The central thrust will be to achieve a sustainable competitive advantage since strategic management is the process of ‘strategic decision making’. It is expected that by learning the process of strategic planning and management, a systematic way of carrying the interrelated activities is undertaken to obtain desired goals and objectives of particular institutions.



Objectives

The participants are expected to:

  • Comprehend the role and significance of a strategic plan in the development of a TVET institution.
  • Understand the role and significance of the strategic plan’s elements such as vision, mission, strategic goals and objectives and be able to formulate a draft of those elements.
  • Create an annual institutional operational plan and institutional development plan based on the VMGOs that they have developed, as well as the present economic and social system of their country.

Exercises and workshops on the following:

  • Formulating the Problem Tree Analysis, Fishbone Diagram and SWOT Analysis
  • Formulating the Vision and Mission Statements
  • Formulating the Goals and Objectives Statements
  • Formulating the Specific Activities/Actions under the Goals and Objectives
  • Formulating the Annual Operational Plan
  • Formulating the Institutional Development Plans (IDPs)

Expected Outputs

The meeting cum workshop activities are directed towards the formulation of a draft vision, mission statement and strategic goals and objectives for the benefit of TVET Institutes in Bhutan. These strategic plans will aid in the advancement of these institutes by laying out the needs and strategies that will address present and anticipated challenges. At the end of the training session, the participants should be able to craft the institutional development plan which will be used as a basis for their future direction.
