The Technical Education and Vocational Training (TVET) has globally been recognized as the most effective tool for increasing employment and poverty reduction. In contrast, TVET sector is facing many challenges related to quality and relevance to produce skilled workforce according to the demands of the industry. These challenges are skills mismatch, shortage of trained staff, lack of labour market data and high level of bureaucracy in the system etc. These factors are also limiting employment growth, and a major constraint on reducing poverty.
In order to address these above factors, UNESCO and ILO emphasize the need to forge closer links between training and the labor market for the improvement of training systems systematically. Therefore an active role of the private sector in planning, designing and delivery of technical and vocational education and training is a pre requisite for producing skilled workforce according to the demands of the labour market. In countries with better TVET system, the private sector engagement is essential for access to quality skills training through various modes including on-the-job training and cooperative vocational training. There is a greater realization of the fact that a close collaboration and sharing of responsibilities between public and private sector is essential to build a demand-driven TVET system in Asia Pacific region.
In Nepal, Industry Institution Linkages (IIL) is the biggest challenge faced by the TVET system. The training imparted in TVET institutions is not aligned with the needs of local industry and labour market that is resulting in not only unemployment amongst the TVET graduates but shortage of skilled people for the local industry. Despite of all the efforts made by the CTEVT, a huge gap remains between the demand and supply of skilled workforce in the country. In order to improve and address the IIL gaps, CTEVT and CPSC have planned to organize a joint Regional Program (RP) and International conference on “Strengthening TVET Quality and Relevance through Institute-Industry Linkages” on 2 – 6 March 2020. The RP and conference will examine the need to coordinate the efforts of TVET with industry to ensure the relevance of TVET programmes and graduates’ readiness for the workplace. It recognizes industries as the key stakeholders in TVET and hence their needs should be considered in the development and delivery of relevant and quality TVET programmes.
At the end of the program, the participants will be able to:
- Understand the principles, challenges, dynamics of IIL and its innovative approaches
- Identify good practices of IIL in international practices
- Prepare action plan for effective IIL
The expected outcomes of RP are to:
- Effective IIL based on international experiences will be practiced
- Institutional capacity on IIL will be strengthened.
The expected outputs of the program are:
- International conference declaration and proceedings
- Action plan on strengthening of TVET quality and relevance through Industry Institute linkages
The spiral learning approach will be used to deliver the program, start by mentioning a cluster of rough ideas, including some applications as well as some fundamental building blocks and finally, a self-directed learning approach through action planning. The main contents of ICP are:
