A customized program on Quality Assurance System through Results Based Monitoring and Evaluation Management Systems was organized by the Colombo Plan Staff College (CPSC) in partnership with the Technical Education and Skills Development Authority (TESDA) Region II. This program was held at the Nueva Vizcaya Polytechnic Institute (NVPI), Kasibu, Nueva Vizcaya from November 26 – 29, 2019. Thirty eight (38) officials participated in the training from the Regional Office, Regional Training Center, various Provincial Training Centers, and TESDA Technology Institutions in Region II.

This program was an offshoot of the Asia Pacific Accreditation and Certification Commission (APACC) awareness program for TESDA Region II Administrators, Officials, and Staff whereby gaps were elicited which included the need for training on monitoring and evaluation to be able to meet the requirements of APACC, the accreditation arm of CPSC. Dr. Ramhari Lamichhane, CPSC Director General and APACC President served as the Program Supervisor and Resource Person. Through the facilitation of CPSC Faculty Specialist Ms. Therese Lee, the Program Coordinator and Resource Person, the participants were able to understand the application of results-based monitoring and evaluation and were able to prepare Monitoring and Evaluation Plan, Tools, and Operation Plan. The outputs stated were presented per institution and given feedback by the resource persons for further improvement.
CPSC Staff Members, particularly Ms. Adrienne Abril, APACC Officer and Mr. Alan Lapiz, Chief Driver, assisted in the facilitation of the program.
During the Opening Ceremonies, TESDA – Quirino Provincial Director Dir. Marissa T. Alcantara acknowledged the program attendees while the Welcoming Remarks was delivered by Mr. Edward P. Ramos, the Vocational School Administrator I of the host institution, NVPI. Dir. Romeo O. Talosig, Assistant Regional Director/Provincial Director, TESDA-Cagayan delivered a speech wherein he expressed his appreciation to CPSC for assisting Region II in their quality journey. Dr. Ramhari Lamichhane responded by assuring that CPSC and APACC are committed in providing better technical and vocational education and training (TVET) in the Philippines.

The Acting Regional Director of TESDA Region II, Dr. Demetrio Anduyan, Jr., graced the closing program. He stressed the importance of partnership with CPSC for further training of personnel and mentioned Region II’s plans towards APACC accreditation of TVET institutions under its purview.
