A two week training program which involved the instructors and officials from the Council of Technical Vocational Education and Training (CTEVT) targeted to provide the foundation for instructional development through the use of ICT and covered the methodology, skills, and techniques necessary for developing effective e-Learning solutions.
The program was held from November 25-December 6, 2019 at the CPSC headquarters in Manila, Philippines. This was participated by 12 participants which came from different divisions of CTEVT, as well as from polytechnics and technical schools across Nepal.
For two weeks, the participants were able to explore current theories, principles, methodologies, and techniques of online learning, create interactive e-Learning solutions that meet the learners’ needs and gain strong knowledge and skills to design e-Learning interactions that increase learning effectiveness and decrease costs. They were able to develop rich media E-learning resource for Tourism, Construction and Agriculture sector, customize their own learning management system that they can use in their institutions for online delivery and apply ICT tools and techniques in class delivery. The techniques and lessons that they learned in CPSC will be able to provide them with ample support in successfully implementing e-learning system and blending learning into teaching methods back in Nepal.
The program was supervised by Dr. Ramhari Lamichhane, CPSC Director General and coordinated by Engr. Abdul Ghani Rajput, CPSC’s Faculty Specialist. Mr. Felix Sibal, CPSC’s ICT Officer, was tapped as a resource person and program facilitor.
In addition, external resource persons from Pakistan were also engaged in the program through online means namely Mr. Akbar Abbas Bangash, the Technical Advisor for Organizational Development and Monitoring and Evaluation in TVET and Mr. Muhammad Naeem Akter, Senior Technical Adviser of GIZ- TVET sector support program.
For two weeks, they were able to develop an e-learning course and adopt an e-learning platform. They were also able to apply Moodle and other e-learning tools and techniques to practice their skill in development a learning management system

In addition to the classroom sessions, a visit to several key educational sites such as the SEAMEO-Innotech headquarters in Quezon City and the e-TESDA office in the TESDA Central Office in Taguig City was also embarked to further expose the participants to the actual application of online LMS tools and techniques. They were also able to visit the UP Open University Campus in Laguna in addition to these visits.
