Background
COVID-19 could be the mega maleficent of the 21st Century with almost all countries shutting TVET institutions to break the chain of transmission. However, the training and education of our youth has to continue because staying idle is contrary to the constitutional foundation of civil societies.
The outbreak of coronavirus disease was recorded rising in the world since December 2019. As a result some institutions started offering online education to their students, the majority of the students have not yet benefited from distance learning. Since youth are our human capital, we must use alternative way to offer education to them in order to continue their learning.
In April 2020, a rapid assessment survey conducted by the ILO-UNESCO-WBG on TVET and described the current state of TVET during COVID-19 period. In this report, current TVET trends highlighted and stated that the TVET sector should have 4E (E-Content, E-Learning, Education Technology and Entrepreneurship).
The report also highlighted the gaps in TVET during the current situation. The one of the gaps is to provide continuous training to TVET providers to facilitate the development and delivery of their online session. It is also emphasized that TVET has to empower TVET providers to develop their own e-Learning system.
In this context, Colombo Plan Staff College is planning to organize a webinar on “Develop Online Learning Management System for TVET Institute”. This webinar will be dedicated to CPSC member countries TVET practitioners to build the capacity on how to develop and setup a learning management system for a TVET institute by using Moodle. The main purpose of this webinar is to share simple steps to setup online course management, course administration and users profile etc. The online Moodle application is the best tool to build native learning management system without programming skills. After completion of this webinar, the participants are able to create and setup their own Moodle. The outcome will be aligned different interpretations and expectations of digital innovation concept from the various stakeholders’ perspectives.

Resource Speaker
Engr. Abdul Ghani Rajput is currently working as a Faculty Specialist in CPSC. He is a experienced and visionary TEVT expert with more than 12 years diversified experience in making TEVT/HRD policies, institutional framework and implementation of skills development plans with local and international organizations. He has developed a training manual on Industrial Revolution 4.0 in TVET sector as well as manual on Instructional Design for E-Learning Courses. He is a certified Competency-Based Training and Assessment Trainer and Vocational Counselor. His experties inculde Capacity Development of TVET Stakeholders, Employers Engagement and Project Management.
He was the Director (MIS) of Sindh Technical Education & Vocational Training Authority (STEVTA) and worked as a Focal Person for TVET Sector Support Programe, implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) Pakistan. He has been playing key roles in policy and institutional development with NAVTTC and training providers for making TEVT demand led. He has been interacting with various local & international organizations including ILO, World Bank, GIZ, British Council, MTC International USA, Skills International and City & Guilds, UK etc. He has transformed existing supply-based system to demand-driven through Competency-Based Training (CBT) at STEVTA. He presented a paper on "Curriculum Delivery in line Industrial Reveloution 4.0" as keynote speaker in 3rd International Conference and 17th National Conference of PACUIT - Leading the 21st Century Generation Towards a Globalized Industrial Technology on 25 April 2019, Manila Philippines.
He served as a Technical Advisor, Human Resource Development for the GIZ TVET Sector Support Programe for five years. He was responsible for supporting the relevant training providers and enterprises in the selected sector to establish a coordination framework for planning and delivering training under the framework of the National Qualifications Framework (NVQF). He has been playing a key role in the implementation of training for principals, teachers, instructors, assessors and certification of Sindh Trade Testing Board (TTB).
Engr. Rajput is a Professional Engineer of Pakistan Engineering Council and earned his MSc in Information System Engineering from the University of Twente, Netherlands (2009-2011). He studied Master of Engineering in Communiation Systems Networks from Mehran University of Engineering & Technology, Jamshoro, Pakistan (2005-2007) and his bachelor in Computer System Engineering (1999-2002) from Hamdard University, Karachi Pakistan.
Mr. Brad Ker originates from Australia and has a Double Degree in Geographical Information Science and Geography. He has been providing training and solutions to organizations around the world for over 30 years and is a result driven professional with a solid, verifiable career track record for successfully providing innovative educational solutions to both government and private institutions.
He is an exceptional communicator with strong negotiation, problem resolution, and client needs assessment aptitude. Brad has travelled to over 45 countries and has a keen interest in making educational institutions and industry work closer together, so we have a synergy in employable skills.
Brad’s work with Labtech is in pioneering the intersection of digital learning and 21st century skills with Vocational Technical Education. This area has a great potential to improve the dynamics of teaching and learning for skills as well as reducing the cost of TVET education around the world by virtualizing part of the learning process. Labtech's "Virtual TVET" approach has the potential to improve the dynamics of learning and to lower the costs tremendously for technical and vocational education.
