Organizational change is an important issue. It is a process in which an organization optimizes performance as it works toward its ideal state. Organizational change occurs as a reaction to an ever-changing environment, a response to a current crisis, or is triggered by a leader when there are changes in leadership for an organization.
One of the areas where an organization needs to change and can change is the Mission, Vision, & Strategy. Organizations should continually ask themselves, "What is our business and what should it be?" Answers to these questions can lead to changes in the organization's mission (the purpose of its business), its vision for the future (what the organization should look like), and its competitive strategy.
This program leads us to a process we call strategic planning. Strategic planning is a tool for organizing the present based on the projection of the desired future. A strategic plan is a roadmap to lead an institution from where it is now to where it would like to be in the next five years. In strategic planning, directional guidelines are given by the institution’s stakeholders. These guidelines aid in appraising the changing market conditions and spotting opportunities or dangers. They examine the organization’s strengths, weaknesses, mission, and values. Then, they try to match the corporate opportunities with the organization’s strengths and priority commitments.
This program will have a 5-year projection to chart the best possible and doable actions for these institutions. These will be used as a basis to monitor the efficiency of these institutions when managing their resources. CPSC will coordinate with the focal council on TVET for member countries in realizing the TVET agenda as per plan in strategic planning.
This program will therefore elaborate on strategic management as a process for setting both long-term and short-term strategic directions for the organization. The central thrust will be to achieve a sustainable competitive advantage since strategic management is the process of ‘strategic decision-making. It is expected that by learning the process of strategic planning and management, a systematic way of carrying out interrelated activities is undertaken to obtain desired goals and objectives of particular institutions.
This program is the second phase of CPSC’s preparations for the Strategic Plan 2023-2028 and will involve technical experts from the field of TVET to further scrutinize its contents and align it to the aspirations of the member countries’ TVET agenda. This program will also be a good opportunity for the representatives to physically meet and discuss certain issues that may affect the future implementation of TVET in their countries, taking into account the regional context.
The participants are expected to:
- Comprehend the role and significance of a strategic plan in the development of a TVET institution.
- Understand the role and significance of the strategic plan’s elements such as vision, mission, strategic goals, and objectives, and be able to formulate a draft of those elements.
- Provide check-and-balance controls for the vision, mission, strategic goals, and objectives drafted by the NCW participants and ensure that the outputs that they will draft are linked with the previous findings.
To achieve the objectives set forth, the following strategies will be employed in a consultative nature:
- Presentations on the following:
- Introduction on the CPSC Strategic Planning Process
- CPSC’s Strategic Plan 2018-2023, Highlights and Status Report, and Issues and Challenges for the Future
- Summary of the Strategic Planning Survey Results: Performance, Program Needs Analysis, and TVET Trends
- Outcomes of CPSC’s National Consultation Workshop (Vision, Mission, Goals)
- Fundamentals of Strategic Planning in the Context of TVET
- Best Practices in TVET Strategic Management: the Malaysian Experience
- Country Paper Presentations on TVET Challenges and Approaches: Emerging Training Needs and Initiatives
- Emerging Program Thrust Areas for the Next Five Years
- TVET Strategies on Global Perspective
- TVET and Digital Skills in the 21st Century
- Exercises and workshops on the following:
- Potential Programs and Expectations for CPSC in View of the Country Presentations
- Analysis and Synthesis of the National Consultation Workshop Results and the Crafting of the Activities
To conduct the program smoothly, the following facilities are required:
- Laptop computers (preferably participants to bring their own laptop)
- Internet Connection (LAN/WAN)
- Audio and Video Equipment
- Multimedia Projector and Projection Screen
- Flipcharts and large papers (for brainstorming activities)
