PARTICIPANTS' PROFILE:
The in-country program is designed for Trainers, Managers and TVET Regulatory Authority from TVET Training Providers (both public and private), relevant officials from MoESD, and relevant stakeholders


Background

The development of an advance technologies has curved the teaching and learning environment through digital learning which has been growing rapidly in recent years and is expected to continue in the future. Technical and Vocational Education and Training (TVET) institutions need to invest in robust technology infrastructure to support digital learning, including high-speed internet connectivity, learning management systems, and devices such as computers, tablets, and smartphones. TVET institutions need to develop high-quality digital learning content that is engaging, interactive, and accessible. Apart from interactive digital learning environment, learning materials should foster and promote collaborative learning among students through discussion, group projects and virtual classrooms. Additionally, TVET institutions must provide appropriate training for teachers, instructors in using digital tools and technologies to deliver effective learning experiences and transfer knowledge and skills to their students to be ready to face the future world of work.

A critical challenge that faces Bhutan is gainful employment of our youth and the development of competent workforce for sustained economic growth. Human resource development through a well-planned education and training initiatives can contribute significantly in promoting the interests of the individuals, the economy and the society at large. To this end, the Technical and Vocational Education and Training (TVET) can impact directly and positively towards helping individual gain access to decent work and sustainable jobs and escape poverty and marginalization. An efficient TVET can lead to development of various economic activities in the country through supply of skilled workforce and professionals and achieving our government’s vision of achieving full employment and promoting social inclusion and ultimately promoting Gross National Happiness amongst our citizens.

To fulfill the mandate and aspiration of facilitating gainful employment, the Ministry has initiated TVET reform plan to provide 21st Century skills and competencies aligned with industry requirement of IR4.0 and beyond.

Digital transformation leads to massive changes in the skills sets needed for work and life. Successful used of digital technologies is also a key factor in meeting the Sustainable Development Goals. Teaching and Learning need to address the changes and challenges brought about the introduction of Information and Communication Technologies (ICT) in almost all areas. TVET institutions have to make the best use of new technologies to provide adequate education. (TVET in a Digital World-UNESCO)

This In-Country Program aims to share expertise and best practices in digital learning in TVET, and hopes to facilitate the gradual transformation of teaching and learning in the TVET system in Bhutan.



Objectives

The objective of the ICP on “Embracing Digital Learning in TVET” are as follows:

  1. Understand and study the concept of digital learning in TVET;
  2. Build capacity of TVET institute to incorporate digital learning facilitate flexible and effective learning platform; and
  3. Draft strategic plan and way forward for introduction of digital learning opportunities in TVET.



Expected Outcomes

The participants are expected to achieve the following outcome on completion of the program:

  • Concept and application of digital learning in TVET.
  • TVET institute readiness and capacity in incorporating digital learning and platform.
  • Strategic plan and way forward for introduction of digital learning in TVET.
