PARTICIPANTS' PROFILE:
The course is specifically designed for 10 Competency Standards Facilitators and Content Developers from the TVET sector of Nepal selected by NSTB/NVQS.


I. Rationale

Nepal recognizes the Technical and Vocational Education and Training (TVET) system as a crucial means to achieve the goal of economic prosperity. To assure the provision of quality TVET services, reforms in the TVET sector have been initiated for many years. The National Vocational Qualifications (NVQ) System is one of the major elements of the TVET sector reform. A well-established NVQ system is expected to increase the transparency of the training and education system for youth, employers, and policy makers. This will benefit Nepali youth including returnee migrants for lifelong learning opportunities and better chances to obtain sustainable and decent employment in the country and abroad.

The Nepal Vocational Qualifications System Project (NVQS-P) Phase II is a bilateral project of the Government of Switzerland and the Government of Nepal. The goal of NVQS-P phase II is to contribute to establishing a National Vocational Qualification System (NVQS) that will enable Nepali youth to increase their employability. To contribute to this goal, three interlinked outcomes are set as i) Certified Nepali youth, through National Vocational Qualifications System, gain employment in domestic and international markets; ii) The Council for Technical Education and Vocational Training (CTEVT)/National Skill Testing Board (NSTB) on behalf of the Ministry of Education, Science and Technology (MoEST) implements the NVQS-P in partnership with the private sector; and iii) Provincial governments implement the Vocational Qualifications System (VQS).

The main purpose of this program is to support the implementation of NVQS in Nepal by strengthening the capacity of existing and potential designers/facilitators of the vocational qualification system, working in the Government and the private sector.


II. Objectives

At the end of the program, participants will be able to perform the following functions under the national vocational qualifications system:

A. Competency Standard Development Facilitator:

  1. Recognize the role and functions of NVQS
  2. Understand the National Vocational Qualifications Framework (NVQF) level of Nepal
  3. Understand how the competency standards have developed based on the experiences and procedures of different countries
  4. Be familiar with the overview of sector wise functional analysis
  5. Be familiar with the competency standards development procedures based on international standard (Technical Education and Skills Development [TESDA] Philippines) practices
  6. Prepare workshop materials and venue
  7. Facilitate competency standards development
  8. Facilitate competency standards validation workshop
  9. Finalize competency standards

B. Competency Standard Development Content Developer:

  1. Recognize the role and functions of NVQS
  2. Understand the NVQF level of Nepal
  3. Understand how the competency standards have developed based on the experiences and procedures of different countries
  4. Be familiar with the overview of sector wise functional analysis
  5. Be familiar with the competency standards development procedures based on international standard (TESDA Philippines) practices
  6. Develop Draft Competency Standard as per assigned qualification

C. Competency Assessment Tool Developer:

  1. Identify the 4 stages in developing CAP/Ts (Competency Assessment Package/Tools)
  2. Follow the procedures in developing CAP/Ts
  3. Prepare the standard CAP/Ts that will be acceptable to all end users

III. Expected Outcomes and Outputs

The expected outcomes of the program are:

  • Drafted Competency Standards prepared for actual/onsite validation.
  • Validated and Finalized Competency Standards
  • Trained National Competency Standards (NCS) Facilitators
  • Training Manual on Developing (NCS) for NVQS, Nepal

IV. Instructional Strategies

Experiential learning methodology will be applied to enable participants to get first- hand experience of the NVQS-related tasks. The participants will prepare competency standards, and assessment package/s to learn about its development process. The participants will visit the Technical Education and Skills Development Authority (TESDA)-accredited assessment centres/training institutions for experiential learning about the assessment system. They will get opportunities to observe ongoing skill assessments in the accredited skill assessment centre. Further, the participants will obtain necessary knowledge through the participatory training methodology such as illustrated talk, individual/group work, brainstorming etc.

VI. Date and Venue

The program will be conducted from June 19-30, 2023 for the face to face mode to be held in the Philippines. The participants will be back to Nepal for the contextualization phase for the practicum and actual development of CS in their country right after the training from July 3-28 2023.

The CPSC Program Coordinator will perform Virtual/Online assessment of the participants’ outputs for eventual certification from July 31-August 4, 202


Program Management and Resource Person

Program Supervisor Prof. G. L. D. Wickramasinghe ([email protected]) is the first Sri Lankan and the 12th Director General of CPSC. He is also the concurrent President of Asia Pacific Accreditation and Certification Commission (APACC).

Prior to his appointment as the Director General, he was a professor at the Department of Textile and Clothing Technology, University of Moratuwa, Moratuwa, Sri Lanka since 2015. Here also held key administrative posts during his career: as a former Vice Chancellor of the University of Vocational Technology (2016-2019), former Chairman of the Centre for Open and Distance Learning (CODL) of the University of Moratuwa (2015-2016), and former head of the Department of Textile and Clothing Technology (2009-2012).

He also served as the Chairman of Alethea International School (2017-2021), an independent non-executive Director of Orit Apparels Lanka Ltd. (2014-2016), and Sri Lanka Institute of Textile and Apparel (2010-2015). He also served as the Director of Technical and Quality Assurance of Brandix Textiles Ltd (2013-2014). He also served as chairman and member of various public sector strategic and technical committees.

He also published over 60 research publications on topics related to textile engineering and educational management, of which over 30 are international refereed journal publications.

He was honored with 18 national and international awards including Emerald Literary Award (2018), President's Award for Scientific Publications (2017), and NRC Merit Award for Scientific Publication (2016, 2011). The World Education Congress also honored him with the award for Outstanding Contribution to Education in “Sri Lanka Education Leadership Awards” in 2018.

Prof. Wickramasinghe is a graduate of a Bachelor of Science in Textile Engineering from the University of Moratuwa in 1993 by which he obtained first class honors. He finished his PhD at the University of Manchester in 2003. He also obtained a PG Certificate in Learning and Teaching, the University of Arts London, UK in 2006 and an MBA in the University of Sri Jayewardenepura, Sri Lanka in 2008.


Program Coordinator and Resource Person Ms. Therese Tan Lee is an International TVET Consultant. She is currently working as an International TVET Expert for WINS Global Consult in Berlin, Germany for the Toolbox in reskilling and upskilling toward a gender-transformative approach in the ASEAN region, RECOTVET GIZ Project. In 2022, she was the Quality Assurance International TVET Adviser at the United Nations Relief and Works Agency (UNRWA) in Amman, Jordan.

Her most recent engagement was as a Consultant for Australia Pacific Training Coalition (APTC-Fiji) for Gender Equity Disability and Social Inclusion (GEDSI) Training Delivery Toolkit Responsive Training and Delivery Toolkit in Suva, Fiji (2022); as Consultant for CPSC-NVQS Program in Developing National Competency Standards Nepal (2022); as TVET International Adviser and Expert for the NVQS Nepal Project under Swiss Contact (2020); and has handled various programs on competency standards, quality assurance, accreditation and quality management systems as Program Coordinator held for Malaysia, Fiji, Thailand, Bhutan and the Philippines.

She was a Faculty Specialist and Chair of the Projects and Consultancy Division at CPSC for 2 years. Ms. Lee also served as a Senior Technical Education and Skills Development Specialist in Technical Education and Skills Development Authority (TESDA) from 2004-2009 in the Philippines.

Ms. Lee earned her Master’s degree in Public Affairs Major in Education Management at University of the Philippines, Los Baños in 2021. She also earned a Comprehensive Academic Requirements for her Master’s Degree in Technology and Home Economics in 2007 at the Laguna State Polytechnic University in Laguna, Philippines. She completed her Graduate Certificate in Distance Education at the University of the Philippines Open University (UPOU). She finished Bachelor of Science in Industrial Education, Cum Laude and with First Honors for Academic Excellence at Laguna College Arts and Trade, Laguna, Philippines in 1998.


Program Co-Coordinator and Facilitator Engr. Dr. Mian Khuram Ahsan ([email protected]) is a highly accomplished Pakistani national with a diverse background in Engineering Projects. With extensive expertise in project planning, budgeting, execution, tendering, and system monitoring, he has made significant contributions in the fields of database management, risk analysis, business development management, consultancy, and public administration management. With an impressive career spanning government jobs, private sector engagements, and collaborations with development partners and international organizations, Engr. Dr. Mian Khuram Ahsan brings a wealth of experience to his work.

Throughout his 16-year tenure as Director of the TVET Authority of Pakistan, Engr. Dr. Mian Khuram Ahsan played a pivotal role in shaping the country’s technical and vocational education and training sector. His profound understanding of the government system and strong connections with development partners in Pakistan and the Asia Pacific region have been instrumental in driving positive change.

Engr. Dr. Mian Khuram Ahsan possesses a wide range of competencies, including project design and management, TVET, monitoring and evaluation, quality management system (QMS), financial management, accreditation, and human resource development. His expertise and leadership have enabled him to successfully handle international projects, contributing to strategic planning, risk analysis, budget planning, and the facilitation of professional training for TVET institutions across the country.

In addition to his remarkable professional achievements, Engr. Dr. Mian Khuram Ahsan has pursued academic excellence. He completed his Ph.D. in Power Electronics and Power Drives from the School of Electrical and Information Engineering at Zhenjiang Jiangsu University in China in 2019. Notably, he was a pioneer in introducing Artificial Intelligence (AI) to the electrical system. He also holds a Master of Project Management from ABASYN University, Peshawar Pakistan, and a Bachelor of Science in Electrical Engineering degree from N.W.F.P. University of Engineering and Technology, also in Peshawar, Pakistan.
