Background

The TESDA Women’s Center (TWC) is a premier technical-vocational education and training (TVET) institution in the Philippines, offering a wide range of programs to empower women and equip them with in-demand skills. As part of its continuous improvement efforts, TWC is seeking to benchmark its operations, processes and standards against the best TVET institutions in the region. As such, nine (9) officials from TWC would undertake a series of benchmarking visits to Politeknik Port Dickson (PPD), a fellow APACC Platinum awardee institution in Malaysia.

The benchmarking visit will involve a comprehensive review of PPD’s curriculum, teaching and learning methodologies, industry engagement, student support services, faculty development, and overall quality assurance mechanisms. The insights gained will inform TWC’s strategic planning and implementation to drive continuous improvement and achieve its aspirations as a leading Polytechnic by 2028.

Additionally, TWC has been appointed as the Chairperson and Secretariat for the Association of APACC Accreditees (AAA), a network of TVET institutions that have achieved APACC accreditation. In this strategic role, TWC is uniquely positioned to facilitate collaboration and knowledge sharing among fellow AAA member institutions.

The Colombo Plan Staff College, as an inter-governmental organization for human resources development through TVET development in the Asia Pacific region, assists in facilitating the exchange of best practices in TVET, creating an avenue for stimulated discussions among TVET stakeholders. CPSC actively facilitates the exchange of proven best practices in TVET among its member countries. This collaborative approach involves sharing successful strategies, policies, and programs that have effectively advanced technical and vocational education.

Thus, CPSC is pleased to identify opportunities for cooperation with the TESDA Women’s Center through this benchmarking program.

Objectives of the Study Tour

By conducting a study visit at Politeknik Port Dickson this benchmarking program aims to:

  • Identify best practices: Examine the policies, procedures and initiatives implemented by PPD that have enabled them to attain the APACC Platinum status. This will help TWC identify areas for improvement and innovative approaches to enhance its operations.
  • Assess alignment with international standards: Evaluate TWC’s performance against the benchmarks set by PPD as an APACC Platinum Awardee Institution which have demonstrated their alignment with global best practices in TVET delivery.
  • Facilitate knowledge sharing and collaboration: Engage with Malaysian institutions, including industry partners, to foster an exchange of ideas, strategies, and solutions that can be adapted and implemented at TWC. As the Chairperson and Secretariat of the AAA, TWC can also explore potential partnerships and collaborative projects with fellow member institutions.
  • Strengthen TWC’s positioning as a leading Polytechnic Institution: By aligning its processes and standards with an APACC Platinum institution, TWC can enhance its reputation, credibility and attractiveness among prospective students, industry partners, and other stakeholders. This will contribute to its goal of becoming a recognized leader in the TVET landscape by 2028.
  • Promote regional collaboration and benchmarking: TWC’s role as the AAA Chairperson and Secretariat allows it to facilitate and encourage benchmarking activities among APACC-accredited institutions, fostering a culture of continuous improvement and the sharing of best practices across the TVET ecosystem in the region.
