
The Colombo Plan Staff College (CPSC) and the Asian Development Bank (ADB) held a meeting on February 21, 2025 at the CPSC office in Pasig City, Metro-Manila, Philippines. The meeting was attended by Mr. Nim Dorji, Alternate Executive Director of the Board of Directors at ADB, and Mr. Nidup Tshering, Senior Safeguards Specialist (Social) at ADB. Led by Prof. Dr. Suresh Kumar Dhameja, CPSC Director General; the attendees from CPSC’s side included: Dr. Kesavan Ulaganathen, CPSC Faculty Consultant; Prof. Naeem Yaqoob, CPSC Faculty Specialist; and Mrs. Arlene Cruz, CPSC Executive Secretary.

The meeting aimed to discuss possible areas of collaboration between CPSC and ADB, particularly with regard to De-Suung Skilling Program (DSP), a program that seeks to provide a series of short-term training for Bhutanese youth to enhance their capabilities, boost their confidence, and prepare for diverse opportunities.
As CPSC’s development partner, ADB requested CPSC’s assistance on the recruitment of qualified trainers who will be deputed to Bhutan to conduct the program. CPSC gladly accommodated their request and scheduled to send them the list of trainees to be generated from its TVET network in varied countries.

The meeting also included a comprehensive presentation by CPSC and provided information on the services offered by the Training and Development Division (TDD), Projects and Consultancy Division (PCD), and Asia Pacific Accreditation and Certification Commission (APACC).
The meeting concluded positively as both parties expressed enthusiasm for continued collaboration. Likewise, Mr. Dorji and Mr. Tshering expressed their appreciation to CPSC for its valuable contributions it has been providing to the TVET systems in the Asia Pacific region particularly in Bhutan.
