The Colombo Plan Staff College (CPSC) sealed a partnership with Cagayan State University (CSU) through a Memorandum of Understanding (MoU) signed on March 14, 2025 at CPSC, Pasig City, Philippines.

Led by the principal signatories, CPSC Director General Prof. Dr. Suresh Kumar Dhameja and CSU OIC-President Dr. Arthur G. Ibañez signed the MOU to officially ink the partnership between both parties.

The Memorandum was also signed by Ms. Arlene Cruz, CPSC Executive Secretary, and Engr. Roger P. Ramon, CSU Campus Executive Officer, who both served as witnesses to the partnership.

The ceremony was inaugurated with welcome remarks from the CPSC Director General, Prof. Dr. Suresh Kumar Dhameja, who expressed his enthusiasm for the partnership with CSU. The CSU OIC-President and head of delegation, Dr. Arthur G. Ibañez, also delivered his special remarks and highlighted the significance of the collaboration in fostering academic excellence and TVET development. He also mentioned the University’s interest in CPSC’s training programs in hopes of assisting to capacitate their trainers and their students.

The ceremony also included an open forum for both parties to discuss and address potential areas for future cooperation such as training programs, research initiatives, and other collaborative activities such as jointly Community Service Responsibility (CSR) projects in Cagayan Province. The event successfully concluded as Prof. Dr. Dhameja gave tokens of appreciation to the CSU delegation.

The CSU delegation was led by Dr. Ibañez, together with the former CSU President and current CSU Technical Consultant, Dr. Prof. Urdujah G. Alvarado. The following CSU staff also attended the ceremony: Engr. P. Rumpon, Campus Executive Officer; Dr. Prof. Audy R. Quebral, Campus Executive Officer; Dr. Charmie S. Calvo, University Director for Special Projects and TVET Coordinator; Mr. Romar Palattao, Executive Assistant to the Campus Executive Officer; Dr. Anderson G. Gonzales, Faculty; and Ms. Clarita Lerit, Secretary of the CSU Technical Consultant.

Meanwhile, CPSC was represented by Prof. Dr. Dhameja, along with the CPSC Faculty, Dr. Kesavan Ulaganathen and Prof. Naeem Yaqoob. Some CPSC local staff also joined the meeting, including Ms. Arlene Cruz, Executive Secretary; Mr. Vergel Dela Paz, Training Officer; Ms. Rosalinda Gonzales, Finance Officer; Ms. Julifer Madeja, Asia Pacific Accreditation and Certification Commission (APACC) Officer; Ms. Chyna Lorania, Human Resources Officer; Mr. Justine Legaspi, ICT Officer; Ms. Stephanie Rimas, Research, Publications, and Information Division (RPID) Assistant; and Mr. Frankris Tan, Professional Intern.
