Background
There is a growing demand for recognition of TVET institutional qualification across borders due to a large number of emerging factors such as increasing economic globalization, significant migration flows, increasing international labor market opportunities for the highly skilled and the growth in the international trade and services. The development of an effective TVET system is at the heart of all the educational reform efforts as reflected in various initiatives. TVET, a sector which is dynamic, diverse and characterized by constant changes, is being increasingly recognized. These leads to realizations that TVET needs to create new opportunities for students through innovative approaches and pathways, and develop a coherent policy that integrates different dimensions of excellence as part of the strategy.
In order to address the growing expectations of industry, continuous enrichment of the quality of TVET is a key priority in Asia and the Pacific region. Quality enhancement is one of the main objectives of the TVET system. Other key objectives include increasing the attractiveness of education, training, and promoting mobility among technical and vocational students. With the increasing mobility of workforce in the region, demand for mutual recognition of qualification through a sound accreditation framework is expected to increase. To achieve this, it is necessary to ensure strong foundations of TVET excellence and quality assurance through accreditation system.
Accreditation, as one of the three primary modes of quality assurance, is often considered a step towards establishing a culture of quality – sustained and maintained by defining objectives, developing the capacity to achieve them, and evaluating whether they are achieved or not. Being a gatekeeper of quality at its threshold, accreditation determines the adequacy of human, physical, and information resources; reinforces a results-based approach to evaluation, and provides a firm foundation for its institutions or programs.
The Asia Pacific and Certification Commission (APACC) is an international accreditation and certification body established through the CPSC Seoul Declaration 2004, with the Colombo Plan Staff College (CPSC) as the lead organization. It aims to provide international accreditation and certification services towards the quality management system of Technical and Vocational Education and Training (TVET) institutions.
Through this program, CPSC contributes to the raising of awareness and provision of skills and values necessary to put accreditation system for TVET excellence into practice and will be a good platform to learn and share about the APACC accreditation process.
Objectives
At the end of the program, the participants are expected to:
- Appreciate the need and importance of standards, quality, and accreditation relative to the national, regional, and global labor market;
- Understand accreditation as a tool for improving the quality of TVET Institutions;
- Develop institutional internal experts who can be proficient using the APACC accreditation system and manual for the future experience cascading; and
- Assist participants to draw a system development plan for APACC accreditation.

The program will be conducted at the Colombo Plan Staff College, Pasig City in the Philippines from March 11 – March 12, 2025.
Program Management and Resource Persons
Prior to being CPSC’s Director General, Prof. Dr. Suresh Kumar Dhameja has served CPSC for 3 years as a Governing Board-engaged Faculty Consultant from September 2005 to September 2008. During his stint in CPSC he handled the Training, Research and APACC Divisions and the General Services Division as its Director. Prof. Dr. Dhameja was a Professor in the Department of Entrepreneurship Development & Industrial Coordination (EDIC) at the National Institute of Technical Teachers Training and Research (A Deemed to be University), Chandigarh in India before he joined CPSC as a Director General. He has held various positions at NITTTR including Dean (Academic and International Affairs), Head of Departments of EDIC, Information Management & Emerging Engineering (IMEE) and Chairman of Academic Cell. The CPSC Director General earned his Bachelor in Civil Engineering, M.Tech in Geotechnical Engineering followed by an MBA and doctorate degree in Business Management from premier universities in India. He started his career as Assistant Professor in Civil Engineering at National Institute of Technology, India in 1985 and has a total work experience of 39 Years of Teaching, Training and Research. Prof. Dr. Dhameja has visited more than 30 countries including USA, UK, Canada, Australia, Germany, and Italy, apart from many countries in the Asia Pacific region such as Bhutan, South Korea, Japan, Malaysia, Singapore, Thailand, etc. for conducting training programs and consultancy assignments. He has many honours and distinctions to his credit and has received letters of appreciation from many international dignitaries including Ambassadors, UN under-Secretary General,Director Generals and Secretary Generals of many international organizations. Prof. Dr. Dhameja has published more than 40 papers in International and National Journals, presented 143 papers in International and National Conferences and has chaired technical sessions in many international and national conferences both within India and abroad. He is a member of the Task Force on Women and Youth Entrepreneurship at UN-ESCAP Bangkok. Dr. Dhameja has authored and Edited 22 books (Both International and National) in the area of Environmental Engineering, Environmental Management, Entrepreneurship and has guided 6 PhDs and many M.Tech students both at International and National Level. |
Prior to joining in CPSC, he was serving as Director for Projects & Administration at National Vocational & Technical Training Commission (NAVTTC), Prime Minister’s Office, Pakistan, leading national level skill development initiatives of Prime Minister and skilled more than 600,000 youth in last 10 years, paving their ways to sustained sources of livelihood. His global engagements include roles as an International Accreditor at APACC, CPSC Resource Person, USEF-USA Alumni (University of Massachusetts-USA), Community College Program Administrator (CCAP) USA, and Certified TVET Trainer from Guangzhou Industrial Institute (China). With an M.Phil in Governance & Public Policy (Specialized in TVET and Project Management) and Bachelor’s degree in Engineering, he has spearheaded national level major TVET policies and Apprenticeship reforms and National Skills for All Strategies in Pakistan. He also has a vast experience of working with development partners like; UNHCR, JICA, British Council, and GIZ to enhance vocational training across Pakistan and beyond. |
He obtained his Ph.D. in Wireless Communication at University Technology of Malaysia (UTM) in 2014, and his Master of Engineering degree in Electrical, Electronic and Telecommunication in 2005 in the same university. He has a Bachelor of Science in Engineering (Electronics and Telecommunication) degree from the College University Institute of Tun Hussein Onn (KUITTHO), currently known as UTHM - Malaysia where he also obtained a post-graduate Diploma in Education in 1999. He also has a Certificate and Diploma in Electrical and Telecommunication Engineering from Sultan Haji Ahmad Shah Polytechnic in Pahang, Malaysia. He has an extensive teaching experience in higher technical education working as a lecturer at Sultan Haji Ahmad Shah Polytechnic (POLISAS), Kuantan, Pahang, Malaysia from 1999-2003; and as lecturer plus training officer at Sultan Azlan Shah Polytechnic (PSAS), Tanjung Malim, Perak, Malaysia from 2005-2008. He was appointed as Senior Lecturer at Sultan Haji Ahmad Shah Polytechnic (POLISAS) from 2009-2016. He was posted as Head of Department for Mathematical, Science and Computer at Polytechnic Sandakan Sabah, at East Malaysia at Borneo Island, Malaysia from 2017-2021.His last position was as Principal Lecturer in Sultan Haji Ahmad Shah Polytechnic (POLISAS), Kuantan. Pahang. Malaysia. He has been involved in Higher Education Curriculum Development programs for electrical engineering courses, specifically in the optoelectronic field, in Polytechnics system in Malaysia. He involves in consultation works as well, one of his area is 5G network for Malaysia with Malaysian Communication Multimedia Commission. He have conducted training in the field of TVET Management and Implementation, Research and Publication, Accreditation training and auditing for Malaysian Board of Technologies. He also a member of International Electrical and Electronic Engineering Society, Board of Engineers of Malaysia, Board of Technology of Malaysia and Technology Association of Malaysia. He is also an accreditor for Board of Technology Malaysia and Asia Pacific Accreditation Commission Certification (APACC). He involves in consultation works as well, one of his area is 5G network for Malaysia. He is also involved in staff development as a speaker in various topic. He has over 30 research publications on electronic and telecommunications which were published in prestigious journals such as the IEEE Magazines, Advanced Journal of Technical and Vocational Education, International Journal of Electronics, PIERS and Radio Engineering. He also reviewer for some of journal’s articles publish by IEEE, PIERS, Elsevier, Radio Propagation and others for international publications and conferences. |
