CPSC welcomed on the 4th of July 2011 its new Director General, Dr. Mohammad Naim Yaakub who has joined CPSC by virtue of the appointment by the Governing Board of CPSC at its 91st GB meeting held on the 28th of June 2011 in Manila, Philippines following a selection process of application, short-listing and interview of candidates. The Board welcomed the appointment of Dr. Naim for three years with collective confidence. Dr. Naim is the first Malaysian to be appointed as head of CPSC and is serving as the 10th Director General of the College.
In a formal Oath-Taking ceremony during the 91st session of the CPSC Governing Board, Dr. Naim made his commitment to serve CPSC and avail of the opportunities to further strengthen the College, expand visible benefits to the member countries and serve the interest of the member countries consistent with the mandate of CPSC.

The Governing Board officially appointed Dr. Naim as CPSC DG effective 4th of July 2011 in a formal oath-taking ceremony during the Governing Board meeting held on 28th of June 2011 in Manila, Philippines.
In joining CPSC, Dr. Naim hopes to infuse and share perspectives, practices and insights drawn from his valuable years of service in the Malaysian education sector where he served for more than 25 years. He plans to infuse the learnings and experiences he gained if they can enhance CPSC’s work across the Asia-Pacific region. In the next six months, Dr. Naim plans to give priority in strengthening CPSC’s workforce, continuing the implementation of CPSC’s skills development project that puts premium to the cooperation held by CPSC with the Government of India, managing members’ requirements and exploring new areas of cooperation, enhancing networks and partners, implementing accreditation and certification through APACC and link up the objectives of APACC with the Dublin Accord and exploring long-term fellowship program on teacher development for the next generation.
Dr. Naim also emphasized that he will continue the legacy built by his predecessors, most recently the efforts started by the immediate past Director General Dr. Majumdar. Under a new leadership, CPSC can also look forward to implementing its normal operations, programs and services inspired by Dr. Naim’s management principle which he introduced as the “SES” principle, which is to “Strategize” to create impressionable impact and give strategic direction for TVET development; “Energize,” to ensure renewed energy and motivation of CPSC’s internal and external stakeholders; and “Synergize” to ensure the return of benefits of cooperation believing that the “whole is greater than the sum of all its parts.”
The appointment of Dr. Naim was welcomed by all the Faculty Members and Staff of CPSC who witnessed the turn-over of leadership from Dr. Rajesh Khambayat, appointed as Officer-in-Charge of CPSC in May 2011. CPSC organized a small welcome function on 28th of June 2011 in honor of Dr. Naim and in a solid demonstration of commitment to support the new Director General in the achievement of his vision for CPSC.

Dr. Naim was selected by the Board in a special Governing Board Meeting held on the 26th May 2011 after besting three highly qualified candidates from a total of 13 applicants for the post.
Prior to joining CPSC, he has served as Director of the Policy Development Division, Department of Polytechnic Education of the Ministry of Higher Education of Malaysia. He has held various key positions in the public sector and has a rich experience in administration, teaching, research and international cooperation. He holds a Ph.D. in Technical & Vocational Education from Virginia Tech., USA (Virginia Polytechnic Institute and State University); Master in Civil Engineering (Hydraulics & Hydrology) from the Universiti Teknologi Malaysia; and Bachelor in Civil Engineering from the University of Wales, Swansea, United Kingdom.
