A national seminar with the theme "Emerging Local and Regional Trends and Policy Responses of the TVET System" was attended by 93 officers from the Council for Technical Education and Vocational Training (CTEVT), Ministry of Education, Department of Industries and various private institutions in Nepal. The seminar was held at the Training Institute for Technical Instruction (TITI), Bakhtapur, Nepal on March 29 2013.
The Director General of the Colombo Plan Staff College, Dr. Naim Yaakub; Vice-Chairman of CTEVT, Dr. Gopal Prasad Khanal and Member Secretary of CTEVT, Dr. Jay Bahadur Tandan graced the inaugural ceremonies and headed the program supervision while Dr. Hazrat Hussain, Faculty Consultant of CPSC and Dr. Ram Hari Lamichanne of CTEVT led the program coordination. Dr. Naim Yaakub presented his paper on "Emerging Trends and Policies for TVET in the Knowledge Society". He drew the attention of the audience to the major trends in TVET which includes TVET for sustainable development, demographic trends, the migration trend, changes in the labor market and changes in work patterns. He also emphasized that the training system should focus on high level skills and high wage-earning jobs which has enormous potential to generate increased remittance than any other sector.
Dr. Lokendra Poudyal, a freelance Consultant delivered his presentation on the Emerging Local and Regional Development Trends of the TVET Sub-sector and their Associated Policy Responses, which has the following findings: TVET value lies in the successful integration of graduates into the employment opportunities, TVET cannot be driven by the supply force alone, rather it must address the requirements of the demand side; new employment opportunities emerge in the areas of economic progress, needing a skills gap closure attached to new development potentials, and coordinated efforts are necessary to achieve this.
Dr. Hari Pradhan, the fourth speaker presented his paper on “Sharing on Shaping Employability in Nepal: Macro Perspectives & Micro Focus”. The paper revolved around building understanding on employability providing examples from Europe and Australia, painting the macro labor market picture: domestic and foreign country employment; efforts for employability in Nepal and the need to close the gap.
Dr. Tandan provided a synthesis of the seminar presentations and underscored valuable insights on the areas discussed. The closing ceremonies, on the other hand, was marked by an inspirational speech by Dr. Khanal.
