Introduction

In today's rapidly changing global landscape, Change is an unavoidable reality, particularly within the dynamic realm of Technical and Vocational Education and Training (TVET). As industries undergo constant evolution, propelled by technological advancements and societal needs shifts, TVET institutions find themselves under increasing pressure to adapt. Their ability to stay relevant and adequately prepare learners for the workforce hinges on their capacity to navigate these changes adeptly. In this context, the implementation of robust change management strategies emerges as a critical tool for facilitating smooth transitions and ensuring the continued responsiveness of TVET programs to the demands of the ever-evolving landscape. Industries are characterized by perpetual transformation, driven by factors such as technological innovations and evolving market dynamics. Consequently, the skills and knowledge required for gainful employment are subject to continuous modification. For TVET institutions, this necessitates an ongoing process of curriculum review, skill assessment, and program adaptation to align with current industry standards and emerging job market demands. Failure to embrace change risks rendering TVET programs outdated and ill-equipped to meet the needs of both learners and employers.

Moreover, technological advancements play a pivotal role in shaping the contemporary workforce landscape. Automation, artificial intelligence, and digitalization are revolutionizing industries across sectors, creating a demand for workers proficient in emerging technologies and digital skills. To remain effective in their educational mandate, TVET institutions must integrate these advancements into their programs, equipping learners with the requisite technical competencies and digital literacy essential for success in the modern workplace. Societal shifts further underscore the imperative for change within TVET programs. Changing demographics, economic trends, and cultural preferences influence the types of skills and qualifications sought by employers and desired by learners. To remain relevant and inclusive, TVET institutions must proactively respond to these shifts, ensuring that their offerings reflect the diversity and evolving needs of their student population and the broader community.

In this context, change management emerges as a strategic imperative for TVET institutions. Effective change management involves the systematic planning, implementation, and evaluation of initiatives aimed at transitioning programs, processes, and systems to better align with evolving realities. It entails engaging stakeholders, fostering a culture of innovation, and providing the necessary support and resources to facilitate successful change implementation. By embracing change management principles, TVET institutions can navigate transitions more smoothly, minimize disruptions, and optimize the impact of their educational programs. This not only enhances the relevance and effectiveness of TVET offerings but also positions institutions as agile and forward-thinking entities capable of meeting the evolving needs of learners, industries, and society at large. In essence, change management is not merely a reactive response to external pressures but a proactive strategy for ensuring the continued vitality and impact of TVET in an ever-changing world.

Thus, CPSC in collaboration with the Office of the Vocational Education Commission (OVEC), Ministry of Education, Thailand is organizing this Special in-country program “Change Management for TVET” which seeks to provide a discussion space for the representatives from various institutes in Thailand, to understand the dynamic nature of TVET demands a proactive approach to change management. By embracing adaptation, integrating technological advancements, and responding to societal shifts, TVET institutions can ensure their continued relevance and effectiveness in preparing learners for the evolving workforce. Through robust change management strategies, they can navigate transitions adeptly, fostering innovation and meeting the diverse needs of stakeholders in an ever-evolving landscape.


Objectives

The participants are expected to:

  • Understand the concept of Change Management in TVET
  • Equip TVET professionals with strategies to identify and analyze change drivers within TVET educational contexts.
  • Foster a culture of adaptability and innovation among TVET faculty and staff to effectively manage transitions.
  • Enhance stakeholder engagement and collaboration to ensure buy-in and support for change initiatives in TVET programs.
  • Provide tools and techniques for planning, implementing, and evaluating change within TVET institutions.
  • Develop leadership capabilities to guide and facilitate change processes within the TVET environment.
  • Empower TVET practitioners with skills to navigate challenges and capitalize on opportunities arising from industry and societal shifts.

Expected Outputs and Outcomes

The Participants are expected to enhance their ability to proactively manage change, foster innovation, and adapt to industry and societal shifts in the TVET landscape. Equipped with these skills, they will play a pivotal role in ensuring the ongoing relevance and effectiveness of TVET programs in preparing learners for the demands of the modern workforce.

The five-day meeting and workshop will be held from June 10-14, 2024 at the Headquarters of Colombo Plan Staff College (CPSC). Pasig City, Philippines
