Background
In line with the Sustainable Development Goals (SDGs), Technical and Vocational Education and Training (TVET) focuses on offering individuals training on entrepreneurship, skills development, and vocational education. Entrepreneurs, particularly those in the TVET industries, can begin and expand their enterprises at business incubators while implementing sustainable practices. Entrepreneurship competency is one of the essential skills in the 21st Century. Entrepreneurship initiatives, productivity, and technology innovation are the strategies to support the SDG goal promoting sustainable and inclusive economic growth, productive employment, and decent work for all by 2030.
TVET is a master key for the socioeconomic development of the country. ln Myanmar, the Department of Technical and Vocational Education and Training (DTVET) has embarked on developing a modern curriculum for Bachelor of Technology Programs and Diploma in Engineering Programs that are aligned with the guidelines of the Engineering Education Accreditation Committee (EEAC), the Myanmar Engineer Council, and the respective accords of the International Engineering Alliance. These programs are mainly comprised of engineering subjects, common core subjects, and compulsory subjects, including engineering economics and entrepreneurship development. However, DTVET needs qualified TVET teachers and trainers who have the competencies to teach entrepreneurship-related subjects and guide students and trainees to become entrepreneurs and technopreneurs in their future careers, in accordance with their interests and entrepreneurial passions.
The Colombo Plan Staff College in partnership with the Department of Technical and Vocational Education and Training of the Ministry of Science and Technology, Myanmar will be organizing a 5-day online in-country program that aims to share expertise and suitable subject matters on entrepreneurship that can be integrated into the teaching curricula.
This in-country program aims to equip TVET curriculum developers, teachers, trainers, trainers/instructors from TVET institutions, TVET policymakers, and administrators with the knowledge and tools to integrate entrepreneurship and technopreneurship concepts effectively into the TVET curriculum. Participants will explore innovative teaching strategies, emerging technologies, and incubation models to foster an entrepreneurial mindset among students.
Objectives
The objectives of the ICP on “Entrepreneurship/Technopreneurship Development in TVET” are to:
- Strengthen TVET Capacity for Entrepreneurship Education
Enhance the capacity of TVET educators and curriculum developers in designing and delivering entrepreneurship and technopreneurship education, aligning with SDG 4 (Quality Education) and SDG 8 (Decent Work and Economic Growth). - Foster an Entrepreneurial Mindset in TVET
Explore innovative teaching methodologies and emerging technologies to cultivate creativity, innovation, problem-solving, risk-taking, resilience, and adaptability among TVET learners, in line with SDG 9 (Industry, Innovation, and Infrastructure). - Develop Business and Technopreneurial Competencies
Equip TVET students with essential business skills, including business planning, financial management, marketing, and the use of digital tools and emerging technologies for business growth, supporting SDG 4 and SDG 8. - Create an Institutional Ecosystem for Entrepreneurship
Develop supportive structures within TVET institutions for entrepreneurship and technopreneurship initiatives, including business incubation models that empower students and graduates to launch sustainable ventures (SDG 8 and SDG 9). - Integrate Entrepreneurship into TVET Curricula
Formulate actionable strategies to embed entrepreneurship education into TVET curricula, ensuring its relevance to modern economic and technological trends (SDG 4 and SDG 8). - Promote Social and Sustainable Entrepreneurship
Advocate for green business models and sustainable economic practices while fostering social enterprises that address community challenges, contributing to SDG 12 (Responsible Consumption and Production) and SDG 13 (Climate Action).
Expected Outputs and Outcomes
The program participants are expected to achieve the following outcomes upon completion:
- Strengthened knowledge and pedagogical skills of TVET educators in delivering entrepreneurship and technopreneurship education in accordance with the requirements of SDGs and 21st century essential skills
- Development of Revised curriculum frameworks integrating entrepreneurship and technopreneurship into TVET programs.
- Formulated strategies on establishing a supportive ecosystem within TVET institutions for entrepreneurial initiatives.
- Practical assessment rubrics to measure students' entrepreneurial competencies.
- A design of present strategic action plans for embedding entrepreneurship education within their institutions.

Participants' Profile
The in-country program is designed for TVET practitioners, trainers, managers, and officials from the TVET authority, as well as relevant personnel from the Ministry of Science and Technology, and other stakeholders with at least 5 years’ experience in the TVET sector.
Date and Venue
The five-day program and workshop shall be held online from 17-21 March 2025.
